SUMMARY OF DUTIES: This position is located in the Office of Information and Management Services under the Federal Highway Administration (FHWA). As the Management Analyst, you will:

  • Participate in planning, designing, and carrying out business process improvement/reengineering projects.

SUMMARY OF DUTIES:This position is located in the Intermodal Planning and Economics Staff in the Office of the Associate Administrator for Policy and Program Development (RRP). The Staff conducts research and provides advice on a range of economic issues affecting rail freight and intermodal transportation planning and policy. RRP has a small staff and the incumbent, in addition to work performed for the Staff Director, may participate on research study teams led by Other Staff Directors or Senior Economists in RRP. As an Economist you will be required to:

  • Conduct research studies of railroad freight transportation issues, including productivity of labor and capital, trends in freight volumes and commodity mix, economic impact of the loss of rail service due to work stoppages or other causes, diversion of traffic among alternative modes of freight transportation.
  • Conduct portions of larger research studies, which are designed, planned, and monitored by the supervisor or a senior economist in RRP. Research studies are intended to address a range of public policy issues concerning rail transportation, especially freight rail.
  • Develop final research reports and drafts portions of larger research reports. Write briefing papers on rail freight economic and policy issues, often on short notice.
  • Gather, assimilate, and assess data from a variety of sources to support economic studies and briefing papers. Maintain effective working relationships with colleagues at other government agencies, trade organizations and private industry, which have interests and responsibilities related to the railroad industry such as the Surface Transportation Board, the National Mediation Board, the Railroad Retirement Board, rail labor organizations, the shipping community, as well as the railroads and their industry trade organizations.

QUALIFICATION REQUIREMENTS: Qualification standards are used to determine which applicants would be able to perform satisfactorily in the positions to be filled. The education, training, experience, or other requirements included in the qualification standards are minimum requirements, i.e., it would be unlikely that an applicant for employment would be able to perform satisfactorily in a particular position or occupational series if he or she did not possess these qualifications. This position lists REQUIRED education, you must submit a copy of your college transcript.

For this position, you must have MANDATORY EDUCATION REQUIREMENT.

The Basic Requirements for Economists:

A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of education and experience--courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

For the GS-9,

  • To qualify based on experience, you must have at least one full year of specialized experience in the work performed at the next lower grade level for this series (0110).
    • The specialized experience must include:
    • Knowledge of professional economic theories and principles.
    • Knowledge of economic research sources and literature.
    • Knowledge of quantitative economic techniques such as scientific sampling, statistical forecasting, economic modeling, productivity measurement, and price or volume indexing.
    • Ability to research and analyze a limited range of economic qualitative and quantitative information and develop preliminary research findings.
    • Ability to perform electronic as well as manual research and analysis of data.
    • Ability to effectively present information and ideas.
  • To qualify based on education, you must have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
  • You can also qualify based on a combination of specialized experience and graduate level education that will give you the equivalent level of knowledge and expertise.

For the GS-11,

  • To qualify based on experience, you must have at least one full year of specialized experience in the work performed at the next lower grade level for this series (0110).
    • The specialized experience must include:
    • Experience in applying economic theories and principles in either an academic or professional environment.
    • Experience in using a variety of economic research sources and literature in either an academic or professional environment.
    • Demonstrated knowledge of quantitative economic techniques such as scientific sampling, statistical forecasting, economic modeling, productivity measurement, and price or volume indexing.
    • Ability to research and analyze a wide range of economic qualitative and quantitative information.
    • Ability to perform electronic as well as manual research and analysis of data.
    • Ability to establish and maintain effective working relationships with individuals and various organizations.
    • Ability to effectively present information and ideas.
  • To qualify based on education, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
  • You can also qualify based on a combination of specialized experience and graduate level education that will give you the equivalent level of knowledge and expertise.
